Holly A. Elmore, J.D.

I am an  Executive Leader and Attorney(inactive since 2026) with over 25 years of experience specializing in organizational culture, regulatory compliance, and ethical governance. As a former CEO and Assistant Attorney General, I bring a dual perspective to consulting: the high-level vision of an executive and the rigorous risk-mitigation mindset of a seasoned prosecutor.

My unique background allows me to translate complex legal requirements into actionable internal policies that are easy to understand and employees actually embrace. Having managed corporate budgets and led large-scale organizational shifts, I understand the real-world challenges of HR oversight. I enjoy partnering with organizations to streamline their governance, mitigate risk, and develop training programs that promote ethical leadership and long-term retention with a focus on joy in the workplace whenever possible.

During my 14-year tenure as CEO of a medical clinic, I studied human capital, designing high-retention workplace cultures centered on inclusivity and professional satisfaction. My consulting approach focuses on transforming compliance from a "checkbox" activity into a foundational element of organizational health. With a career-long commitment to mentorship and training, I aim to equip organizations with the tools to navigate complex legal landscapes  at the intersection of HR strategy, regulatory compliance, and leadership training in order to foster high-performing, mission-driven teams.

I graduated from Texas A&M University (GIG ‘EM!!) with a BA in Political Science and Willamette University with a Doctor of Jurisprudence. When I am not working, you can find me hiking with my husband and our dog, Pearl, somewhere in the hills of Central Oregon.
